If you find a golden lamp in your Animal Crossing town, Wisp is near. Who is Wisp? Wisp is the genie of Animal Crossing.
Wisp will grant you a wish when you find his lamp. Once you got the lamp, go to your attic and rub the lamp and he will fill you in on the details.
One you choose your wish from the list, Wisp will vanish and take his lamp back.
The whole reason Wisp needs his lamp back, is he needs his lamp to return back home. He also needs you to choose a wish for him to go back home because that's his law. He can't return unless you get something from him because you helped him.
